Tic80 Build Process

Been churning the available builds a bit as I try to create a repeatable build process. This process is based on the tq-bundler and can be viewed over at https://github.com/therabidbanana/flying-critters/blob/main/Makefile. Flying Critters is MIT licensed so feel free to take any parts that seem useful!

You'll need to install tq-bundler and butler tools ahead of time. I can't guarantee everything will work as expected outside of Mac and web environments.
